This a secure, interactive, web-enabled, access-controlled DIESCON 3 Program and Project Management System to standardize and automate program processes, enforce standards and practices, and facilitate support team coordination. This system provides user and role-based access, Web reporting and tracking, and email notification. Specific program processes that are supported by this system include:

  • Market Research Requests (MRRs). The DIESCON 3 Program and Project Management System provides DIA with an on-line capability for
    1. pre-release notification;
    2. unclassified MRR release, distribution, and response;
    3. contractor intent to bid indication;
    4. amendment notification;
    5. Q&A response receipt and dissemination;
    6. status and award announcement; and
    7. displaying a composite list of MRR awards, winning contractors, and Task Order dollar values.
  • Project Management and Execution. The DIESCON 3 Program and Project Management System is a structured mechanism for the DIESCON 3 contractor teams to
    1. support project reporting,
    2. track performance against metrics,
    3. project and track project costs,
    4. communicate schedules and taskings,
    5. manage deliverable documentation, and
    6. track issues and action items. The DIESCON 3 Program and Project Management System web site also links to program and industry processes, methodologies, best practices, and standards documentation.

This DIESCON 3 Program and Project Management System standardizes and automates program activities. The MRR module streamlines the MRR announcement, bid and award process while ensuring that each opportunity benefits from the technical review and ideas of the entire pool of team members. The Project Management module ensures enforcement of Program standards and practices during task execution and reduce risk by facilitating timely communication of project issues between the DIESCON 3 Contractor Program Managers, Service Category Project Managers, and individual Task Order Project Managers and their Government counterparts.
